This is a petition movement – a movement of and by the Citizens of
the World to petition their leaders (and in effect, our
generation), to seriously address the clear, present, and ongoing
impacts of climate change and global heating. It is called the
Global Legal Action on Climate-change: An Inter-generational
Eco-Revolution (GLACCIER).
Why Legal? It is ‘legal’ in the sense that:
a. It is based on general principles of law – nuisance, state
responsibility, duty not to cause harm, inter-generational
responsibility, etc. and on the basic principles of International
Law laid out by the UN Framework on Climate Change.
b. More important, it is based on the highest law – the Law of
Nature -- and the right, and instinct, of self-preservation and
self-perpetuation.
c. Where necessary and appropriate, the youth of the world,
represented by the top Environmental Lawyers who will sign up as
part of the Global Legal Action Team, are ready and willing to take
legal action. The young of the world will hold against any person
liable for damages to the life-sources of the generation, should
they fail or refuse to heed the petition. Such persons include,
among others, public officials, private entities, and ordinary
persons who will not cooperate with the effort to address the
ongoing impact of climate change.
d. The Legal Action will be based on the novel principle of
“Planetary Malpractice resulting in Inter-generational damages.”
It is time to use Science and Law to spark the needed action. What
the citizens will petition for is not a change in the system, but a
change in the mindset. We cannot solve a problem using the same
mindset that created it in the first place. Policy - the way we do
things -- is only a mirror image of philosophy and paradigm – the
way we look at things and the world. In other words, the legal
action is an attempt to use the Rule of Law (backed by Science) as
our thinking tool to spark a revolution of the mind.
